Hello, I am reporting a issue about the html SUSv4: frontmatter/participants.html

The encoding of this document is Windows 1252, not ASCII, so it's better to
covert to UTF8 and
add
<meta http-equiv="Content-Type" content="text/html; charset=utf-8">
in head section.

I’ve gone thru the file and replaced any 1252 characters with the html encodings. If I have missed any let me know.
